In April 2006 ,the Institute was combined with the Public Works Research Institute, another Independent Administrative Agency under the Ministry of Land, Infrastructure and Transport, and started anew as the Civil Engineering Research Institute for Cold Region. The new Institute will continue fulfilling the task of supporting the development of Hokkaido through the investigation, examination, research and development of civil engineering technologies, as well as the dissemination of research results to cold regions and other areas in Japan and abroad as a sole laboratory core of civil engineering technology for cold regions with an aim to become the civil engineering technology base for cold region in Japan.
The Institute of Low Temperature Science (ILTS) was founded in 1941 as the first research institute affiliated with Hokkaido University to promote interdisciplinary studies on various natural phenomena occurring in the cryosphere. The ILTS owes its establishment to the achievements of Professor Ukichiro Nakaya, the first person in the world to create artificial snow crystals. In 1995, the ILTS was reorganized as a nationwide joint-use institute to promote the fundamentals and applications of various natural phenomena occurring in the cryosphere. The ILTS was reorganized again in 2008 and is now composed of three research divisions (Water and Material Cycles Division, Frontier Ice and Snow Science Division and Environmental Biology Division), Joint Research Division and Pan-Okhotsk Research Center. In 2010, the ILTS was approved as a nationwide joint-use institute and a networking hub of academic exchanges with various research communities.
The Hokkaido Agricultural Research Center (HARC) aims to develop new agricultural techniques particularly adapted to cold regions in order to provide a stable supply of safe food. It was originally established in 1901 as part of Sapporo Agricultural College. It underwent various changes as a research organization and became part of the National Agriculture and Food Research Organizaion (NARO) in 2006. With the reorganisation of NARO on April 2016, HARC will continue to pursue R&D aimed at solving various problems for agriculture, conducting basic and leading edge research on areas including development of new cultivars adapted to cold regions, farm work, animal feed production, and creation of functional food products.
